URBAN DEVELOPMENT: IRMiR POLICY OBSERVATORY

Key Objectives of the Digital Portal Initiative

We developed a comprehensive website for the Institute of Urban and Regional Development (IRMiR). Specifically, this platform supports the vital activities of the IRMiR Policy Observatory. Crucially, the system provides local governments, analysts, and decision-makers with easy access to data. Users can browse reports and analytical tools for studying urbanization processes in Poland smoothly.

Our primary goal was to create a modern digital service. It needed to be highly intuitive, fully responsive, and easy to use. Therefore, we planned the platform to achieve several clear goals:

  • present IRMiR research results effectively,
  • enable interactive data exploration,
  • support strategic decisions regarding urban policy,
  • combine reports, analyses, and tools in a single location.

For this reason, we collaborated closely with the team from the very beginning. Thanks to this approach, we gained a deep understanding of their specific needs. Consequently, we accurately mapped the required thematic and functional structure. Furthermore, we jointly defined project priorities and key user scenarios. As a result, we delivered a portal that presents data beautifully and drives regional development.

Applied Technologies and Modern System Architecture

The project relies on a modern stack of frontend and backend technologies. Namely, the setup features:

  • React.js – for building a dynamic, lightning-fast user interface,
  • Next.js – for enhanced performance and SEO-friendly SSR (Server-Side Rendering),
  • PostgreSQL + PostGIS – serving as the primary spatial database,
  • Mapbox GL JS – for rendering interactive maps,
  • D3.js and Chart.js – for advanced data visualization through charts,
  • Strapi CMS – enabling effortless content management by the IRMiR team,
  • Docker + NGINX – utilized for secure production environment deployment.

Importantly, these applied technologies enable rapid content loading times. At the same time, they ensure high system scalability for the future.

Website functionalities

We meticulously designed the website to ensure users can effortlessly access key features. Specifically, these functionalities include:

  • interactive thematic maps with advanced data filtering by voivodeships and years,
  • dynamic charts and tables that automatically adjust based on selected data parameters,
  • downloadable reports covering critical sectors such as:

– housing,

– environmental protection,

– labor market,

– urban economy,

– social policy,

– urbanization,

  • a dedicated newsletter module that keeps users updated on the latest research publications,

  • a comprehensive event and congress archive, featuring major events like the 4th Urban and Regional Policy Congress or regional seminars.

UX/UI – accessibility and clarity

When designing the layout, we focused heavily on simplicity. However, we also deeply prioritized usability and digital accessibility. Therefore, we chose to implement:

  • high-contrast colors,
  • highly legible typography,
  • an intuitive content layout.

Simultaneously, we implemented full support for mobile devices. The digital service performs exceptionally well on both desktop computers and smartphones. Additionally, it fully complies with WCAG 2.1 requirements. Consequently, the platform remains accessible to individuals with various disabilities.

Furthermore, we integrated the system with Google Analytics 4. This integration allows the team to analyze user behavior data effectively. Based on these insights, administrators can better tailor platform content and features. Ultimately, this continuous optimization process streamlines long-term website development.

This successful implementation perfectly combines web technology, data, and thoughtful design. Thanks to this balance, the platform actively supports urban development across Poland. What is more, it facilitates strategic decision-making based on highly reliable information. Therefore, it not only informs but also inspires meaningful action.

Consequently, we are already planning its further expansion. Our team will steadily implement subsequent features and optimization updates. This ongoing work ensures the platform responds to evolving user needs. Furthermore, it allows the entire system to keep pace with dynamic changes in urban policy.

In conclusion, this is a forward-looking digital project. It remains remarkably flexible, modern, and fully open to future challenges.
